If a Judgment stably holds that the legality of an action cannot be determined, the Player who invoked Judgement becomes 'Grandfather Paradox'.

All other play's suspended, and the Eleven Day Empire begins, during which Players may propose unlimited changes to the Rules, each being voted on for eleven days, or until majority's reached, whichever's earlier.

Empire ends either by such a Rule-change, or by the most recent Grandfather Paradox imposing a Rule-change, whichever's earlier. The Rules with which Empire ends must include the effect of this Rule and resolve the legality of the indeterminately legal action(s).

Whoever successfully proposed/imposed such a Rule-change is declared 'The Doctor'.
